His response letter to The Tampa Bay Times' January 31, 2026 article, "Florida proposes teaching students about ‘the fall of Nicolas Maduro’ by reporter Jeffrey Solocheck.

Spring Hill, Florida:

Updating Florida’s critical history of Venezuela in light of the US capture of Venezuela’s President Nicolas Maduro opens up new opportunities for Florida’s high school teachers and college professors.  They can now expand on the U.S’ recent history of imposing illegal and inhumane sanctions against Venezuela resulting in catastrophic consequences for the nation.

A 2019 report by the Center for Economic and Policy Research (CEPR) estimated that U.S. sanctions on Venezuela resulted in more than 40,000 deaths between 2017 and 2018 alone.  A United Nations Committee Rapporteur suggested the total could have surpassed 100,000 Venezuelan deaths by 2020---half of them being children under the age of five.

In addition, at the same period, food imports dropped from $11.2 billion in 2013 dropped from $11.2 billion in 2013 to $2.46 billion in 2018, contributing to widespread caloric deficiencies and malnutrition of the Venezuelan people.  An estimated 300,000 people were considered "at risk" due to lack of access to proper food, life-saving medicines and medical supplies.  This population included 80,00 HIV patients and 16,000 dialysis patients.

In 2019, the Trump Administration implemented “maximum pressure” tactics on Venezuela including an embargo on oil, gold, manufacturing and banking restrictions.  It severely hampered the country’s economic stability resulting in a complete breakdown of public services and shortages of food and water.

Ms. Elena Douhan, the UN ‘s Special expert on Coercive Measures and Human Rights condemned the American and international sanctions against Venezuela, causing a desperate humanitarian crisis and impeding the government’s ability to even guarantee the human rights of its population.

Ms. Douhan called into question the morality of such inhumane measures.
